Rwanda offers a wide range of tax and non tax incentives to registered investors to encourage investment in strategic sectors and promote economic growth.

Corporate Income Tax (CIT) Incentives

  • 0% CIT for international companies establishing regional headquarters in Rwanda and approved philanthropic entities.
  • 3% CIT for qualifying holding companies, Special Purpose Vehicles (SPVs), Collective Investment Schemes, global trading companies, and intellectual property companies.
  • 15% CIT for investments in priority sectors including manufacturing, exports, renewable energy, transport, ICT, financial services, affordable housing, research and development, electric mobility, and adventure and agricultural tourism.

Tax Holidays

  • Up to 7 years Corporate Income Tax holiday for investments of at least USD 50 million in manufacturing, tourism, health, exports, qualifying energy projects, and ICT manufacturing or assembly.
  • 5 year Corporate Income Tax holiday for licensed microfinance institutions and specialized innovation or industrial park developers.

Withholding Tax (WHT) Incentives

  • 0% WHT for qualifying investors benefiting from the 3% or certain 15% CIT regimes.
  • 5% WHT on dividends and interest paid to investors in companies listed on the Rwanda Stock Exchange.
  • 10% WHT for specialized innovation and industrial park developers on foreign loan interest, dividends, royalties, and certain service fees.

Startup and Innovation Incentives

  • Angel investors investing up to USD 500,000 in eligible startups may receive:
    • Capital Gains Tax (CGT) exemption.
    • WHT exemption on the first five dividend issuances.
  • Strategic investment projects may qualify for financing through the Seed Innovation Fund.

Sector Specific Incentives

  • Film industry: 0% WHT on qualifying foreign specialized services and VAT zero rating on eligible locally procured goods and services.
  • Mining: Exploration companies may carry forward tax losses for 10 years, compared to the standard five years.
  • Specialized innovation and industrial parks: Additional incentives including property tax exemptions, VAT benefits, accelerated depreciation, and land transfer fee exemptions.

Other Tax Benefits

  • Exemption from Capital Gains Tax for registered investors (except on commercial immovable property).
  • Fast settlement of VAT refunds.
  • Accelerated depreciation of 50% in the first year for qualifying business assets.

Talent Attraction Incentives

Rwanda also offers immigration and talent incentives, including:

  • Entrepreneurship visas.
  • Talent visas.
  • Remote worker visas.
  • Easier work permit procedures for qualifying companies.

Important Note

These incentives are not automatic. Investors must register their investment, operate in eligible sectors, meet the applicable investment thresholds and other legal requirements, and comply with Rwanda’s investment and tax laws.
