TERMS OF REFERENCE FOR RECRUITMENT OF DIRECTOR GENERAL (DG) OF BAYTULMAL


The Rwandan Muslims Community (RMC) is seeking an experienced financial manager to serve as the Director General (DG) of Baytulmal and support RMC’s in serving Rwandan Muslims. The successful candidate will be an exceptionally talented and qualified with a passion for Islam and a desire to use his abilities in service of RMC’s mission. The Baytulmal’s DG will provide sound strategic financial planning, build, develop and mentor a service-oriented finance team; and foster an office culture of good management and accountability. He will also lead all operations of the Finance team such as budget development, performance analysis, accounting, accounts management, general ledger, payroll, taxes, and financial reporting and compliance. The DG of Baytulmal will report to the Mufti of Rwanda.


DUTIES AND RESPONSIBILITIES:

  • Ensure that relevant projects and its funding are performed on time;
  • Ensure that all collections of funds are made on time by different RMC’s entities and prepares a monthly cash projections of income; 
  • Analyze and review monthly financial statements prior to submission quarterly to CD to ensure correctness and completeness of the financial statements; Reviews and verifies that bank reconciliations are completed on a monthly basis;
  • Prepare annual and quarterly business plan; preparing contracts with suppliers and contracts management, preparing budget and ensuring it’s execution; monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services; Keeps up-to-date on documents/reports/guidelines; preparation and making internal and external correspondences well;
  • Collaborate with departments, Muslims entities and all team leaders in strategic, operational and program planning;
  • Manage cash flow, forecasting, and cash in bank to support continuous activities of RMC;
  • Oversee budgeting, budget implementation and monthly budget performance;
  • Manage all banking, vendor and tax- or finance-related governmental relationships, and initiate appropriate strategies to optimize them;
  • Produce compiled financial reports for management purposes, Ensure correctness of data for the preparation of year-end performance reports; Treasury related tasks: Ensure all payments are generated and disbursed in accordance with the proper controls and procedures;
  • Oversee the preparation of review for accuracy and completeness, and ensure the timely submission of the monthly finance packet and other reports required by CD, Mufti and other entities;
  • Manage all accounts, ledgers, and reporting systems;
  • Keep Finance team current on all changes in applicable finance-related laws, regulations, standards and best practices. In coordination with headquarters, continuously update finance policies and procedures (including internal controls) in order to reflect the same;
  • Develop an effective program of communicating and enforcing finance policies and procedures in different RMC’s entities;
  • Coordinate all audit activities and follow-through on audit exceptions, ensure that internal control systems are functioning and that all relevant records are maintained; Prepare responses to internal/external audit observations; if any;
  • Ensure financial compliance with internal and donors procedures’ compliance in RMC financial management;
  • Act as liaison with external parties on all finance matters; and
  • Provide expertise in the investigation of possible financial irregularities, if any
  • Ensure that all accountants have posted well all transactions in the books of accounts; and
  • Respond to inquiries pertaining to finance matters;
  • Provide regular feedback and evaluation to Mufti of Rwanda for staff under his responsibility regarding their performance and development.

REQUIRED QUALIFICATION AND EXPERIENCE: 

  • At least having a bachelor’s degree in Accounting, Finance, Economics or other related fields, having a CPA, ACCA part II  would be an added advantage;
  • At least three years’ experience in project management, progressively responsible financial experience managing the accounting and finance component for donor-funded programs, public institutions, banks, or other financial institutions;
  • Exceptional leadership skills demonstrated during a minimum of two years of successful team management;
  • Public institutions, private companies, NGOs, banks, or other financial institutions working experience of at least two years.

  • Operational Project Management: Demonstrates in depth knowledge and understanding of project management tools & methodologies, as well as of Bank instruments and processes related to project preparation & implementation, resource management, and stakeholder communications;
  • Client Orientation: Maintains client relationships in the face of conflicting demands or directions and provides evidence-based advice and solutions based on sound diagnosis and knowledge;
  • Drive for Results: Strong experience in identification of the needed resources to accomplish results involving multiple stakeholders and finds solutions to obstacles affecting key deliverables;
  • Teamwork: Effective leadership in ensuring the team stays organized and focused, and actively seeks and considers diverse ideas and approaches, both as team member or team leader;
  • Knowledge, learning and communication: in dept knowledge in sharing of best practice, trends, knowledge and lessons learned across units and with clients and partners, articulating ideas verbally and in writing in a clear and compelling way across audiences of varied levels;
  • Business judgment and analytical decision making: Gather data input, assess risk, considers impact and articulates benefits of decisions for internal and external stakeholders;
  • Strong communication skills and persuasiveness in presenting, negotiating and resolving highly complex issues, both orally and in writing in English/French;
  • Proven ability to work effectively and efficiently in fragile and conflict-affected environments;
  • Strong analytical skills: In-depth knowledge in financial data gathering and analysis;
  • Ability to achieve challenging goals in a cross-cultural setting;
  • Sound judgment combined with keen analytic and problem-solving skills that support sound decision-making;

CONTRACT DURATION:


The successful candidate will have a contract of two years renewable with initial probation period of six months.
